Dear Agency Administrator:
The Texas Commission on Law Enforcement issued master peace officer proficiency certificate to Michael C. Meissner, . This certificate was issued based upon submission of a master peace officer certificate application. The application had false or incorrect information regarding his training. Information received by the Commission indicates he was not eligible to receive this certificate at the time it was issued.
This action does not preclude him from applying in the future for any proficiency certificate he may become eligible to receive.
A letter of cancellation and request to return the master peace officer proficiency certificate was sent to Michael C. Meissner....

In the Matter of Michael C. Meissner
Dear Mr. Meissner:
The Texas Commission on Law Enforcement Officer Standards and Education (“Commission”) has been informed that you violated provisions of Chapter 1701, Occupation Code, and §211.27, Commission Rules. Our records indicate that you were arrested on or about April 7, 2005, for the offense of tampering with a witness, a state jail felony, and the case was dismissed.
You have violated provisions of Rule §211.27, by failing to report any arrest, charge or indictment for a criminal offense above the grade of Class C misdemeanor or any Class C misdemeanor involving the duties and responsibilities of office or family violence in writing within 30 days and it is for this reason that this letter of reprimand is being issued. This reprimand will remain as a permanent record in your file with the Commission.
A copy of this letter of reprimand will be sent to the Bardwell Police Department for their files. ...

Our records indicate that you were arrested on or about April 17, 2005, for the offense of Impersonating a peace officer, a felony, and Operation of security company without a license, a Class A misdemeanor and both cases were no billed and dismissed.
You have violated provisions of Rule §211.27, by failing to report any arrest, charge or indictment for a criminal offense above the grade of Class C misdemeanor or any Class C misdemeanor involving the duties and responsibilities of office or family violence in writing within 30 days and it is for this reason that this letter of reprimand is being issued.
