Texas Department of Transportation employee Dave Reed lays down a coat of waterproof asphalt at the Texas Fresh Water Fisheries Center Conservation Center. TxDOT public information officer Larry Krantz said the process is repeated every two years. “It is a maintenance operation to keep the pavement in good shape,” he said.
